This looks to me like it was a Display Drapery Sample, it is most likely a lightly used used item

It is fish themed with the top half with a light green background and the lower half has a bright blue background.

Edges are stitched and the top and bottom are stitched like a regular full length curtain. The top edge has a hanging sleeve.

You could use this as a curtain, just slip a rod through the sleeve or cut it apart and use as fabric.
